Explore operations →Allegheny Program Advisory combines structured large-prime discipline with hands-on small-business execution. We understand the finance and operating challenges that emerge as technical teams move from early research awards into larger programs, follow-on work, and scale.
Based in Southwestern Pennsylvania, we can work down the road with local companies and remotely with government contractors nationwide.
Meet the team →A lean engineering startup may simply want the government-finance requirements handled correctly and on time. A growing contractor may need maintained forecasts, rate management, program EACs, and decision support. Allegheny tailors the level of support to the company—not the other way around.
For small teams that primarily need the required work handled accurately, consistently, and on time.
For companies that need more than compliance and want a maintained financial operating picture.
We connect capture assumptions to execution realities so management understands staffing, cost, cash, rate, and margin implications before commitments are made.
Once awarded, programs require disciplined financial execution against funding, staffing, schedule, cost, and margin expectations.
Recurring financial administration that keeps programs billable, supportable, and aligned with contract requirements.
When management wants deeper visibility, we connect contract-level performance, headcount, rates, cash, and backlog into one maintained company-wide financial view.
Our experience spans structured large-prime environments and hands-on small-business execution—combining formal pricing and program discipline with the practical realities of operating a lean government contractor.
Experience supporting capture, pricing, and program execution across Bell, Textron Systems, and Cessna, with efforts ranging from approximately $200K to $100M.
Six years inside a growing SBIR contractor, progressing from analyst-level responsibilities to ownership of the end-to-end government-finance function—including a major Phase III ramp, rapid hiring and infrastructure growth, and later restructuring when funding and program timing shifted.
Allegheny Program Advisory is intentionally lean. Clients work directly with experienced practitioners rather than handing work through layers of a larger consulting team.

Brett’s experience spans large-prime government contracting and hands-on finance leadership inside a small SBIR business. He has worked across the full SBIR lifecycle—from early research awards through Phase III and follow-on efforts—with direct responsibility for indirect rates, budgeting and forecasting, program finance, PIEE / WAWF invoicing, ICE models, CDRLs, DCAA coordination, headcount planning, and company-level financial management. His large-prime background includes capture, pricing, and program exposure across Textron Inc. businesses including Bell, Textron Systems, and Cessna.

The finance requirement evolves as the award base grows. The work can start with basic compliance and billing, then expand into rates, program controls, hiring, cash, and operating scale.
Accounting basics, labor charging, billing discipline, award economics, and the first indirect-rate assumptions.
Rate management, forecasts, funding, headcount, subcontract spend, program EACs, and recurring management visibility.
Hiring, infrastructure, cash, operating leverage, funding timing, production economics, and much larger execution decisions.
Repeatable controls, finance infrastructure, capacity, supplier readiness, and a company-wide operating picture.
Government programs create second-order effects across rates, cash, staffing, funding and margin. The point of the reporting is not the report—it is making those effects visible early.
We start with the systems, reports, and people already in place. Some clients need only a few recurring finance or compliance tasks maintained each month. Others need a broader program-finance function. We do not replace processes that already work.
Program finance remains the core of Allegheny Program Advisory. When clients also need day-to-day contract administration, we can extend the team with experienced government-contract professionals on a fractional or project basis.
Award intake, contract records, key terms, deliverables, and administrative controls.
Funding increments, ceiling changes, modifications, and status tracking.
Submission calendars, responsibility tracking, and recurring deliverable administration.
Option dates, POP milestones, extensions, and upcoming contract actions.
Invoice workflow coordination, acceptance status, and alignment with program finance.
Subcontract tracking, administrative flowdowns, changes, and supporting documentation.
Concise management visibility into actions, funding, deliverables, and administrative risk.
Administrative closeout coordination, final documentation, and outstanding-action tracking.
Contract administration support is operational in nature. Legal interpretation, claims, REAs, protests, and other matters requiring counsel are referred to qualified government-contract attorneys as appropriate.
When growth extends from program execution into manufacturing and supply chain, Allegheny Program Advisory works alongside Two-Seven Partners to bring senior operational capability, deep manufacturing relationships, and global operating experience into the same scale-up conversation.
Led by Robert Myers, Two-Seven Partners extends Allegheny’s finance and program capability into manufacturing scale-up, supply-chain strategy, capacity, supplier development, and operational improvement.
Recurring work is scoped to the client. A company that needs only compliance and rate support should not pay for a broad management package it does not need; broader finance and scale-up support can be added as the business changes.
Rates, billing, timekeeping, incurred-cost support, funding and recurring contract-finance cadence.
Compliance plus EAC / ETC, forecasts, headcount, cash, rate recovery and management reporting.
Proposal pricing, financial infrastructure, contract administration, manufacturing scale-up, restructuring and other defined needs.
Whether the need is straightforward compliance maintenance or a broader program-finance function, Allegheny Program Advisory can take ownership of the recurring financial work around government-funded programs and scale the support as the company grows.
